UTC Time wrong

I am setting up an online auction and checking my time , and under settings,

 

My UTC time is set at what my local time is , so that when my timezone is set correctly it makes my local time wrong.

 

The only way my local time would be right is if i set wordpress to UTC time, so that its 0.

 

The UTC time needs to be set right.

This is a contradiction, please explain in a way that makes sense. If it's set 'correctly' it is correct, no?

Here i will explain differently

RIght now it is 8:40am Pacific time

Right now it is 3:40pm UTC

In wordpress my UTC right now is set to 8:40am 

If i set it like I am suposed to set it ,timezone to Pacific time (los angeles) ,  it makes the local time wrong.

If you can access your php.ini file you can set the timezone for your site thus:

http://www.inmotionhosting.com/support/website/php/setting-the-timezone-for-php-in-the-phpini-file
